Types of license issued under Ammonium nitrate rules 2012
Two types of licenses are issued under this rule. The details of them are given below:
1. Industrial license granted by DIPP
This license is issued under the IDR ( Industries Development and Regulations) Act of 1951. This license is basically required for the manufacturing of Ammonia nitrate only.
2. License issues by Petroleum and Explosive Safety Organization- PESO
This license is issued by Peso under Explosive Act 1884. The license seeker has to fulfill certain security provisions for the boundary wall of the plant, locking of godowns, escorting of consignments etc. In order to get the license the company must abide by all the security and safety measures set up under the act.
All the duly filled application form, required documents and fee is submitted to the concerned licensing authority.
Under rule 30 prior approval is taken before the construction of the facilities. After the construction of the facilities in accordance with the granted permission an application is needed to be submitted to get license under the rule 31. After the verification of the documents the application is forwarded to the concerned officials for the inspection of the premises. If everything is found in order then the license is issued.
A licensing authority can issue a license of maximum 5 years. Except for the case of export and import license; it is valid for 1 year from the issued date. All the licenses must be renewed after its expiration.
